District residents are seen under District law rather than referred across the river. Confidentiality anxiety runs higher here than almost anywhere: clients in politics, law, journalism, the agencies and the military often will not sit in a waiting room in the city where they work, so secure video is available anywhere in the District on exactly the same terms — for many people it is the reason they finally started.
